Ms. Singharaj graduated from Oregon State University with a Bachelors degree in Civil Engineering.

For four years, Gloria worked as a Land Surveying Lab Technician at Oregon State University. In the summer of 2006, she worked for the Washington County, Department of Land Use and Transportation, where she developed a database system for structural integrity and maintenance needs of all county culverts and managed the completion of inspection and analysis for over 900 culverts. While interning for David Evans & Associates, Inc. in Portland, Oregon, Gloria responsible for providing wetland impact figures for the Troutdale Reynolds Industrial Parks environmental impact report. She also interned at Austin Tsustumi & Associates, Inc. in Honolulu, Hawaii, assisting with traffic studies, traffic signal warrants, and various reports, figures, and cost estimates.
